OHIO TURNPIKE COMMISSION
The Ohio Turnpike Commission is seeking an experienced and qualified Chief Financial
Officer/Comptroller with a minimum of ten years in accounting and auditing and five
years supervisory experience, with a background in auditing and/or non-
profit/governmental accounting preferred. CPA credential required. MBA is preferred.
Proficiency with MS Word and Excel required; familiarity with integrated business
computer software required.
Must have knowledge of federal and state financial regulations; financial accounting,
budgeting, control and reporting principles, methods, techniques and standards as applied
in a public financial model; business practices and procedures; computerized information
systems used in financial and/or accounting applications; advanced cost and financial
analysis principles and techniques. Skill in developing policy and procedure
implementation. Ability to communicate effectively, both orally and in writing; plan,
organize, implement, evaluate and modify financial programs, information support
systems and processes; supervises and train staff, including organizing, prioritizing, and
scheduling work assignments; analyze and interpret financial data and prepare complex
financial reports, statements and/or projections.
Supervises and directs the activities of the Accounting, Payroll and Accounts
Payable/Accounts Receivable departments as well as the E-ZPass Customer Service
Center; responsible for the overall financial operations of the Ohio Turnpike Commission
(OTC) including accounting, budgeting, accounts payable, accounts receivable, payroll,
investing, borrowing and financial reporting functions; oversees development and
monitoring of Commission’s operating and capital budgets; manages all accounting and
financial reporting, including the maintenance of sound internal controls and the
preparation of the monthly Traffic and Revenue Report, Investment Report and
Commission’s Comprehensive Annual Financial Report; manages all accounts payable
functions to ensure that all vendors are paid in an accurate and timely manner for goods
and services received by the Commission; manages all payroll functions, including the
proper withholding, reporting and payment of employment taxes, retirement amounts and
other related deductions and contributions; manages all accounts receivable functions to
ensure that all amounts due the Commission, including toll and concession revenues, are
collected and deposited in a timely manner; handles all investment and cash management
functions; oversees the issuance of any bonds needed to help finance the Commission’s
capital expenditures and ensure compliance with all terms of the Commission’s Master
Trust Agreement; presents financial data at meetings of the Commission and the
Legislative Oversight Committee, as well as meetings with bond rating agencies; assists
with collective bargaining negotiations as needed; provides other financial advice and
assistance to the Executive Director as needed.

The Ohio Turnpike Commission Administration Building, 682 Prospect Street, Berea,
Ohio. General hours of work are 8:30 a.m. to 5:00 p.m., but may require some overtime.

ALARY
The salary range for this position is $93,943.72 - $114,092.94 annually.
